The shift interlock device is broken in the shifter. If you can take the bezel off around the shifter you will see it. It is a pink plastic piece that allows you to shift in or out of park. They sell an aluminum one on ebay.

Look to see if the shift linkage has loosened. If it has then manually put the linkage in park and then retighten the adjustment screw. All this is done under the car. Worst case would be a broken parking pawl inside thr transmission.

Shouldn't be to hard. Find where the sleeve is connected to the side of the engine. Usually one bolt. Remove the bolt. Remove dipstick sleeve from your engine. Then you can use a wire hanger from the other end to push it up. Or down which ever is easiest..

The bad fuel has detonated in the cylinders and the engine has seized. It will be cheaper to replace it with a second-hand one than to rebuild it.

Check the wiring at the alternator to make sure all are tight and installed correctly. Check cables at battery to make sure all are tight and not corroded. Has the batt been checked?
