i have a 1997 grand cherokee limted 5.2 that i cant get to start it will turn over.... i haveno lights,gauges,alram light nothing but it will turn.
Jeep cut out, turns but wont start, no gauges work but ...

First, DO NOT tape the "cage" if it is still intact, you can try special glues that are sold in auto body supply houses. You don't want the thing coming apart, at night, 100 miles from help.
Try junk yards, they usually sell the fan shrouds fairly cheap, that failing try after market, I've bought complete fan assy. for around a $100, most a little more.
As to testing, you can - WITH CARE- connect temporary wiring using crimp connectors. The fan will have a plug close to it, you can almost always make a connection there.
The first tip will work if you have a single fan setup.

I understand how you feel about underhood tasks. The termnial connections were the easiest for me to start with. I suggest you have a tech check thie wiring on this vehicle. You obviously have a bad ground wire that will need to be traced to find a solution.

what lights? headlights? dash lights? I would check the connections. If its the starter usually you will hear a heavy "click" when you turn the key.

You would probably be better off replacing the belt and pump again since the labor would be next to nothing.
I would want to test the cooling system for exhaust gas and try to verify the head gasket is actually leaking next.
Are you loosing coolant into the cylinders ? There may be something else causing the engine to run hot such as exhaust problems.
