I have a 1992 Chevy Lumina, w/tilt steering. The tilt works fine but the steering wheel moves ALL over the place, almost like it's missing a bearing or collar or has something broken ?

I just did that last week. Remove horn, remove steering wheel, remove blinker switches, remove tilt spring, remove tilt mechanism, remove key buzzer switch (mine was white with 2 small wires leading to it). Screw holding ignition cylinder in should now be visible. P S Let me know if you have any trouble removing all the items listed above and I will try to help.
You will have to remove the lock plate and the turn signal plastic assembly, from inside the column housing, in order to access and tighten up the three hex screws that have come loose, allowing the tilt column to move side to side. I have done this numerous times, in the mid 90's, when the 80's GM tilt columns started to come loose with age. The hardest part is getting that lock plate off, and replacing it, if you don't have a lock plate puller, so make sure you have one or else get one, as it will save you lots of time and fustration. Yes a fuse.under the dash on the drivers side.
the fuse feeds the horn in the steering wheel and goes through the column to the horn,when you push the horn pad it grounds,and the horn blows.
