Un do it at the trans. to check if it is in the linkage or trans.

Try taking off the boot off the shifter and see with a light to see if something is stopping it from moving,if not that I would suggest putting car on ramps and see if the linkage is stuck underneath where the tranny is always start with simple as it might be a cheap repair best of luck

All indications of a bad neutral safety switch. It's a safety feature designed to prevent you from shifting from Park without your foot being on the brake. If the switch is bad, the car can't sense your foot on the brake to allow you to shift it from Park.
