Only if it is equipped with a reclining seat back. If it has one, there will be a lever on the side of the lower seat cushion.

at the front of your seat(left side for the driver seat & right side for the passenger seat)rite at the curved corner in front of the seat beside your knees, the cloth seat has a hard plastic corner guard over the top directly in the middle of the corner in the front of the seat, and smack in the center is a up & down switch similar to that of the back seat window switch. it is well hidden & I had to have my head down there to discover it in the year2010, on a 1996 auto. the previous owner of the car did not believe me.

For 1995 Oldsmobile Cutlass Ciera 3.1L SFI OHV 6cyl. the Flasher is located:
* Hazard flasher: Front seating area, driver side, under dash, passenger side of steering column, mounted in fuse block

* Turn signal: Front seating area, driver side, under dash, passenger side of steering column, mounted behind instrument panel

the rear of the engine is like the front, just harder to get at, you will have to disconnect the front engine strap and tilt the engine to the front to get at them

In the 1989 Oldsmobile Cutlass Ciera, there is a switch that can burn out, or the wiring to it could be broken on the driver's side.

One can go to a salvage yard and get another switch/button to see if it resolves the problem.

If not, a broken wire is likely the cause.

Floor shift...same options. Tilt and/or no tilt is a matter of preference as the wiring harness is the same, so either will work. Floor shift is floor shift only,'89 and '90 Ciera, Century, Celebrity, 6000.

Passenger seats are usually manually operated from a latch or bar under the front of the seat. the seat back should have a lever between the door and edge of seat to make adjustment pull up on lever push back on seatback.
