Mine just did the exact same thing. The latch may be moving freely because it is not hooked to the latching mechanism anymore. In my case, the handle had broken where the handle hooks to the rod that operates the mechanism. Go to the Ford dealer and buy a new handle. Here in S.C. it was $24. You can't get this at the parts houses. Start by removing the plastic "Ford" cover that is over the liscense plate lights. You then have to remove the aluminum rivets that hold the handle to the tailgate from the outside and remove the broken latch. Remove the pull handle loop on the interior side of the tailgate (2 screws), unsnap the inside plastic tailgate interior panel, and pull down the black plastic sheeting that is underneath the panel to make access to the mechanism inside of the tailgate. There is also a hard plastic cover that you will see that needs to be pulled loose to open another access hole. Install the new tailgate latch handle by sliding back into the mounting holes and attach with two 10-32 screws and nuts. The new handle will come with a new yellow rod attachment piece on the handle. You will see inside of the tailgate a small rod hanging down, most likeky it will have the same rod attachment piece as the one on the new handle. Note the position of the yellow piece on the rod, as you will connect the new piece in the same place. Once the rod is hooked up, relubricate the metal mechanism with a light machine oil, replace the black plastic cover, replace the black plastic sheeting, (secure with a small amount of duct tape), replace the tailgate interior panel, replace the pull handle loop, shut tailgate, replace "Ford" cover over lights, and you're done!

there's a cable that runs from the door mech up to the top latch, need to pull down on this cable to release the top latch. Only way I could pull down enough to release was through the hole just left of the opening for the mech...cable is attached to the door frame with plastic tie wrap...pop this out so the cable is free in there and then just pry down with a screwdriver...make sure your pulling the handle at the same time. Once the door is open, it's easy to see what happening, most likely the cable is stretched out too much. I just ordered the part from Ford, the cable and top latch come as one part...about $60.

if the cable is not broken then pull the release then take the side of your fist and pound on the hood starting towards the top drivers side and slowly move towards the latch try it a few times i have to do this every single time on my blazer

I have a 02 s 10 with a stuck bottom 3rd door latch. I took my seat balts loose removed the door panel,also removed the plastic latch yoy use to open door, the top latch was alredy opened and I put a needle nose vise grip on the lever going to the bottom I used to much and broke the little plastic retaing piece that holds the lever.I looked inside door with light saw my latch was in open pos and took pry bar to pry botton door from inside,once opened i used a 10 mm 1/4 in drive to take out 4 bolt's to latch.removed latch placed in vice and heated with burnsomatic torch,the latch is coated with a plastic so i burned it all off with vice grip on the lever to open and pliers the work the part that catches door striker I kept working it until it freed up then put antu seige on put back in truck. I recomend buying a new latch and put anti seize on it. that's my plan but at least it's working for now. or get a good used one from a junk yard. you can e mail me at [email protected] for ant Q's
