There should be a safety trunk release located on the upper rear window deck platform- a black handpull . If it is still intact- it should pop the trunk lid. At least it works that way on a 1997 Crown Vic.

1st pull tire from pass rear. 2 tie exhaust to pass side to help clear fuel pump access cover. 3 remove fuel lines loosen passenger tank strap and gain extra wire length . 4 remove access cover 8 mm bolts and work module out of tank. 5 replace pump assembly and 6 replace parts as removed.
Tire balance or bad tire. Check rear shocks for oil leaking. If leaking replace them or problems will continue as well as unsafe driving conditions, especially in wet or snow conditions.
It will be on the PASSENGER side of the engine. at the back where the engine meets the transmission. Should be two bolts that hold it onto the transmission. DISCONNECT THE BATTERY before you do anything.
What rims are on the car the steel police ones and what tires are on it could be hitting the stops on the frame and where the proper bolts put back in on the rack mounts and did you go with the heavy rack for the police car .Cause when I built them there was an issue with the proper bolts and there was a different rack for the cop cars the to the basic crown vic do to the suspension upgrade on it and the diffrent pump
