VSC is vehicle stability/skid control. Find the button that turns it off and on. Push the button to turn it on and the light should go off. Most cases systems like these will have a light stay on any time they are turned off. If the vehicle is a 96' or newer call around to your local auto parts stores and you should find one that will scan your vehicle for free and tell you why the check engine light is on. If the two problems are related the scan should tell you what part of the VSC is malfunctioning.
Disconnect your negative terminal of the battery , for up to 5 mins and reconnect it before starting your engine, it will be okay.

that the check engine light is on indicates a problem. that the light is not flashing indicates that the computer does not think that the problem is all that bad. without some other vehicle malfunction symptoms best advice i can give you is to take your vehicle to a place that has a code reader and see what codes it has stored. some car parts stores will retrieve the codes for free, idea being that the parts store can then sell you some parts to fix the problem. but you don't have to buy anything, you can just have them read the codes. some of the parts stores will give you a printout of the codes too. get the codes and you know what the computer is not liking, then you can make a more informed decision about what to do next. hope that helps.

Check your switches for the VSC, some get bumped on (due to their location) and some get stuck in the "on"position.

A week ago, on my Lexus ES 300 (2001), "Check Engine" and "Trac Off" lights came on. This coincided with me filling the gas tank to the brim to round the dollar to be paid. I cleaned the gas tank cap and the tank opening. However, both lights persisted. On the same day, when I turned on the car again, there was a hesitance, a stuttering to come on. Both "Check Engine" and "Trac Off" lights were still on.
The next day, the car wouldn't come on at all. It sounded as the battery was dead. I couldn't even jump start the car. So, I got a new battery from Costco ($59) and put it in. It took 15-20 seconds of cranking to get the car started. Once it was started, the engine sounded fine and the RPM normal. The "Check Engine" light was off. However, the "Trac Off" was still on. I cleaned the gas tank cap one more time.
The next morning, when I turned the car on, there was no problems. It came on instantly as it used to be, didn't have any warning lights, and drove smoothly.
