when these lights (ABS and TC or same system) come on it means that a problem has been found in one of the parts of the two systems and the ABS and the Traction control have been diabled by the control modual, this system needs to be tested by the dealer to determine what fault code is present in the memeory of the systmes control modual that explains the light comming on.

On the older fords the theft module has 2 plugs in them. You can disconnct one of them, I believe it is the right one , and disable the security system. Finding the module is the hard part. most are located in the middle of the dash.
I believe those vehicles have a spade terminal on the starter it has a plastic square covering on it grab it and wiggle it and pull and push it than try to start those connectors get corroded and dirty!

As with any no start issue, you will have to figure out if you are loosing fuel to the injectors or spark to the plugs to proceed.
Common problems with Ford products is the ignition module and the fuel pump relay.

If you have a check engine light on the dash, you would use a jumper wire attached to a pigtail plug near the driver side strut tower.
If you do an internet search for "Ford OBD-1 codes" you can find the procedure and the list of codes.
