You can research "Villager fuse box diagram" online and get the photos, the washers are on the same fuses as the wipers, number 8 for the front and 9 for the rear.

SOURCE: location of the engine diagnostic connector 1995 village mercury

The diagnostic connector is located on the engine near the starter. However, there are four connectors in that location and without pictures it would be difficult to determine which is the proper one

Power windows and door locks will not work

check all your fuses in the interior fuse panel. you must check all fuses, because some fuses run other modules that control power options,even though that fuse is not marked power windows
