All windows have fuses and relays, but your issue just sounds like a battery that doesn't have enough volts and amps to pull the solenoid on the latch. If you can afford a new battery, buy a battery charger for 25-30 bucks. Try this, Put the battery charger leads on the battery connectors, red to plus and black to minus. Tape the charger clamps down. Turn the charger on. Undo the battery clamp nuts and lift the connectors off. Clean the posts of the battery and inside the clamps with sandpaper. Clean with a cloth, and smear them with Vaseline. Put the clamps back on and tighten them up. The reason you do this is so that the power to the engine computer is maintained to you also keep the anti-theft system immobilizer connection alive. Charge the battery overnight. Both point to a problem with a module rather than a sensor. We have an auto-electrician Expert here and hopefully he will be along. The first thing to do is clear the codes and see if they come back. If they do, you need a good auto-electrician, not a mechanic and not a guy from Autozone. This tells you what causes P1698.

YOUR a/c compressor is cut on by the vehicle pcm(computer).pcm sends a signal to a/c relay to energize relay which sends power to compressor. Nearly impossible to tell you what it is without actually hearing and seeing it. I recommend that you check the rear universal joint, pinion bearing and wheel bearing assemblies for looseness. If it's that loud it shouldn't be too hard to find.

If you can remove the thermostat housing and the bottom bolt is visible, you can use a vise grip to remove it.
If the bolt is broken even with the block, then you have to drill it out.

Make sure that one of the brakes have not locked up not causing it not to move.

Fuel pressure ? Bad tps switch? Have a scanner hooked up and see what is not working when this happens. Better than guessing.

Lift the tires off the ground and spin them and check for any play in the bearings. Look at your tires. If they have flat spots on the outter edges of the tire then that is probably the noise you are hearing.

Sounds like a ground problem allowing a back feed issue. Make sure your battery is grounded to the engine and frame.

Diagnose trouble code has step by step diagnostic procedures to follow ,at the end of diagnostic's it may need a new part , but till the diagnostic's are done you don't just replace a part .
