Yes it does sound like one of them is trying to take advantage of you. Most likely the sales rep. But not to stick up for the technician....if the compressor is indeed grounded, the compressor alone can be replaced without replacing the whole outdoor unit, let alone the inside air handler too!.
First I would get another opinion from a qualified technician. Try to get a reference from a friend or relative. A grounded out compressor is usually pretty easy to troubleshoot for a qualified tech.
Providing the other 3 or 4 diagnostics were correct, being a grounded out compressor, you may want to have an electrician check the circuitry of the outdoor unit from your fuse box source. If you do get an electrician, have him make sure the outdoor unit is properly grounded.
Also check the warranty on the last compressor you paid for. They usually have a 5 years warranty.

90-100 psi is very high on the low side.
Without spending too much time,I would pull a vacuum to -28 inch of mercury and let it sit over night.
Monitor the manifold garage for leak. (rise of inch of mercury)
My bet is the low quality LG compressor's worn out metal part is in the condenser.
Blockage will increase the low side PSI.
You can buy HVAC blow out can/chemical to clean line before you vac and fill the refrigerant.

Liquid line is sweating on a R-410 a/c split
the liquid line should be hot to the touch and the suction line (bigger diameter) should be beer can cold. you did not indicate if it is sweating inside or outside. if inside, it may be normal if in a high humid area. if outside not normal.

I have seen this symptom caused by too much moisture in the system too, it freezes near the metering device which kills the refrigeration effect which makes it warm up, the ice melts and it starts working until moisture builds up and freezes which kills the refrigeration effect again.

You will need to replace the fan motor. Basically when the system starts running in reverse the fan motor is shot, and the electrical is telling to motor to spin one way but since the winnings are shot then are making the motor spin the opposite direction.

Unless your compressor is burnt up, you probably don't need a new unit. If it's a 1998 it's not that old and you can get parts, the only thing is it's probably R-22 refrigerant and they must fix the leak in the unit if that's the problem before adding refrigerant and the refrigerant is expensive.. All they have in a heating and cooling system, that needs replaced, are a few parts. Outdoor unit has a fan motor,compressor, capacitors fan and compressor and a contactor. Furnace has a blower motor, capacitor, gas valve, fan and limit or furnace control board, which they still make replacement parts for.
My advice would be to call some more HVAC companies, till you find one, that is willing to fix your unit and not replace it..
Low side no fitting can it be charged on high side
If the charge is low, locate the leak, recover the remaining refrigerant, repair the leak and leak test the unit. Weigh in the new charge with a charging cylender. This is why there is only a port on the high side, the charge is critical and must be acurate down to the fraction of an ounce so the mfg. does not want the tech to connect gauges and adjust the charge, just the loss of gas into the gauge set will affect the machine.

the red hose connects to smaller line...usually 3/8's....the blue connects to larger that has black insulation. The yellow to tank of freon. The unit must be running to put in blue hose. If unit nit running put in red hose. Must be done by someone with EPA 68 license
