Cycles on and off
check the power cables and make sure about power fluctuation issues on your eletric system. the power cable may be loose of cut from inside-out. if it's a malcontact issue, try to use something to keep the power cable in place. duct-tape may help. that's the solution i can give you by your description. try to solve this as fast as you can, since this power-on and power-off cycles reduce considerably the monitor's lifespan.
Does not come on
I would suggest replacing the power cord. I can't tell you how many computers I have fixed just because the power cord was bad.

I would try to reload the original operating system and see if it soloves the problem. If it does not solve the problem then you will need to replace the harddrive because it has a virus on it

You could have a faulty inverter board. The inverter supplies high voltage to the CCFL lamp/s, these lamps are mini fluro tubes approx 1,5mm dia. and the length of the screen.

I just reloade Windows XP Home and my E15LCD1 get out of range
when the computer turns on , keep pressing f8 or f12 to give u a boot options, choose safe mode. when windows xp loads up right click on desktop and goto properties, then click settings, then addvance, then click on the monitor tab, and lower the screen refresh rate down to its lowest and then restart pc. hope this helps. if u cant change these options in safe mode use a normal monitor and lower them down to 60 hertz and then put back in your lcd. hope this helps.

Will it go away? May be a good idea to pull it's power cord from the outlet and let it sit for an hour or two. Then try it again. Menu issues are problems with a processor board.

Envision LCD monitor keeps cycling on and off
davagain, Your stated symptom leads me to believe that L17LCD2 has a problem in it's power supply/electronic CCFT ballast circuit. The primary cause of the on/off, on/off, being that the SMPS is detecting a fault and then going into SHUTDOWN, trying to save it's self from catastrophic failure. This "failure mode" is typical of all brands across the board, not just Envision! And as the age and total number of hours of use grows, the "body count" also increases. I have, with luck, repaired a couple of them that were not of the catastrophic type. So, my advice to you is this. If Envision can't provide a viable solution, then work with a dealer to trade it in for NEW. If COST of new is still an issue, there are other options that may be of intrest to you. With a statement like "known good monitor" and "failed solder joint" I know you are NOT the typical consumer/user type of person. FYI also try search for "failed electrolytic capacitors" and or "swollen capacitors" and "bad caps", which also could be a culprit inside your Envision. You need to look at the back of the monitor for the voltage (DC) and current (in Amp) requirement. You have to get the right voltage, but the rating current of the power supply can be higher but not lower, i.e 12vdc 5amp power supply can be used in place of the 12vdc 4amp supply.
Then you need to find out what type of DC plug is needed, most monitor uses what they call barrel type, most common are 5.5mm OD x 2.5mm ID, or 5.5mm OD x 2.1mm ID.
