Has anyone successfully connected an external device to the video inputs?
First, the R/Y/W connections are "composite" not "component" video. Component connections are green/blue/red and are a superior connection basically on the same level of quality as HDMI. If you have your TV and VCR connected this way, it will not be compatible with the RCA Y/R/W. I think you are confused as to what component and composite connections are. And, why would you want to connect a DVD player to anything at all other than your TV or a DVD burner? I don't get it.
If you are using R/W/Y, that is basic and the least sophisticated connection available. Further, if you connected this unit to your TV, then you would want to set its connections on "out", not "in", then plug them into your TV.
Does not read disk
My portable dvd player turns on and the disk does not spins but the screen turn light blue and does not read the disk
When I put a dvd in it says loading than no disc.

If you are using original store bought or rented disc, then I have bad news for you.
The problem lies with the optical lens or the circuit board.
Try contacting the manufacturer for warranty on the product.

Go to Radio Shack with your DVD player and manual if possible. They need to know the voltage and weather it is ac or dc. Radio Shack handles all types of charges ( ac adapter ), and will have the one you need.
Half the screen is dark
Sounds like half your backlight is not functioning. The only thing I suggest is to call the manufacturer thats listed in your user manual and see what they think it will cost to repair unless its still in warrantee. There are no user serviceable parts inside of this unit so i dont think it would be a good Idea for you to attemt to take it apart as it may be a system to dissasembly and you make tear or break on of the small flex cables. Cannot see picture on screen
Take a LED flashlight, and shine it into the screen. Can you make out any picture hiding in there at all?
If so The backlight, and or the inverter must be changed. Usually they will change both units together when you send the unit in for service. won't be cheap though.
Could also be that the video connection to the screen was lost, or that the setting is for an external monitor.

How to remove child lock from BELTEK TV?
general steps:
Get the TV remote control and push the "Menu" button and select "Options".
Select "Child Lock" from the "Options" list. On some televisions, the "Child Lock" is named "V-chip".
Choose the "Remove Child Lock" selection. Highlight this and then hit the "Enter" button.
Enter the four-digit code that you used when you activated the child lock feature. If you cannot remember it, your only option to deactivate the child lock is to reset the TV. The instructions for resetting a TV is written on the user's manual of the TV.
Exit the TV menu once you have entered the four-digit code. To do this, press the "Exit" or "Menu" button on the TV's remote control.
If you don't have a remote, you might try leaving the TV unplugged overnight. Some TVs will 'forget' their settings if left without power for a long period. You could also potentially buy a cheaper universal remote, and use that to turn off the child lock.
