Kensington Expert Mouse Pro

It could be drivers. If you have the original drivers, install them, you can also find from the vendor's site. Vista is kind of out of biz, suggest to upgrade to 7 or 10.

Need a driver for PocketScan to use with windows 7 64 bit

Did you specifically right-click the installer and select "Run as administrator" when installing the driver? Ensure the PocketScan is NOT connected to the computer when installing the driver. The installation may prompt you to connect the scanner when it is ready.
