Your battery sounds like it has failed internally. If it is older than 5 or 6 years, you need a new one.

Wire diagram shows ignition switch in ON position, PTO switch ON, and either control arm not in reverse for PTO clutch energized. PTO clutch uses frame ground for circuit return.

Check switch functions and clutch cable ground.

Check fuel valve is fully open. Check that fuel flows freely from to the carburetor input fitting... just remove line at carb and it should be a full steady stream of fuel.

Check that the primer bulb functions.

Be sure the O ring between backside of carburetor and engine intake is in good condition and in place.

Check breather tube from crankcase to air filter base is not cracked or damaged. Check the gasket between carburetor and air filter base is in place and properly oriented.

perhaps the motor oil is low some motors have similar problems if run on a hill side where oil all goes to 1 side of motor

Likely it needs a thorough cleaning and/or rebuild or replace.
