I would say that 14.5 volts is too high, and you need a new voltage regulator. I wondered is they were adjustable for output? 13.2 to 13.8 is the average on a car. What is the voltage at the battery when the engine is running and the battery is charging? The battery has a calming effect on voltage in the system.

Saw blades are tempered steel and you would need to use good drill bits to get a clean hole. You also need to use a center punch to mark and start the hole.

Belts only come off in a few circumstances.
Misaligned pulleys.
Worn Belt. New belt, wrong size.
Tensioner not working properly.
Belt not properly tensioned.
In your case, I think the clutch snatching is causing the belt tensioner / idler wheel to pull in fiercely and throw the belt.

Likely the seat switch. It doesn't see an operator in the seat but can be reverse swirch or PTO switch or a short to frame. It requires further troubleshooting to determine exact cause.

'Cranking' is the engine turning. So it doesn't even turn, just 'tries' to turn? Check battery for voltage and CCA (cold cranking amps).
Or the engine cranks, fires and runs, you engage drive and it stops? Best guess for that is strip and clean the carburetor.
The serial number should give you that information. It is located on the frame under the seat or on the underside of the seat itself. If it is the Kohler engine there will also be a serial number sticker on the upper right side of the engine. These numbers should help identify the model you have. These can also help when you need to order parts.
