So two different devices, each with their own charger, don't work in different power outlets in different rooms? How about if you plug a light into the same outlet. Does the light work? Does it dim when you plug the charger into the laptop? If so you have a bad electrical system, either a loose wire or bad outlet.

Unfortunately there is no way of fixing the charger, you will have to get a new one. The cheapest place to get chargers (AC adapters) is on Ebay. This is where I get all chargers for my shop. They have many vendors that just sell chargers, and looks like one for the Insp 6400 runs about $20.

It's definitely the motherboard based on the symptoms. You can send it to their out of warranty depot. Or you can purchase the motherboard from their spare parts sales dept, then look for a local tech who can install it for you.

Most laptops have a combination of buttons you have to press on the keyboard to get it to output on the monitor output. Try pressing the FUNCTION KEY or FUNC/FN key usually found in the bottom left hand side of the keyboard. Keep that button held down while press one of the number keys. Usually the number key will have a picture of a TV screen on it. Might be number 8 or 9. Press both keys at the same time a you can switch between laptop screen, Sony LCD or you can have both..

sounds like a bad charger, try taking out the battery and plug in the charger to the laptop and see if it will boot if it does it might be a bad battery

That, & most, earphone sockets, simply doesn't have enough "Current" or signal voltage to drive your TV set's audio in Amplifier. You need to get a Pre-Amp, to amplify the signal, up to a level that can be used by the TV. So you need to purchase, or build from a kit, a small stereo pre-amp and insert it between your laptop & TV audio In.
