Check the drain hose behind your washer. If if is too low you will get a siphon and the water will run in and not fill up the tub. The drain hose is supposed to have an anti-siphon valve / kit on it if installed correctly but not always. Lift the drain hose until the end elbow is nearly even with the bottom of the top panel lip.

There is a rubber diaphragm valve in the top of the "T" that opens to introduce air into the drain hose to prevent a Siphon. Installation is simple. Lift your drain hose up vertially, Make a cut 4 inches from the bottom of the top panel. Install the T with the rubber end UP and connect the elbow you cut off to the T oulet and drain.

I forgot to mention that if you already have one of these Anti-Sipon Valve installed to clean the top of the valve where the rubber piece is and gently move it up and down so that the holes in the top of the valve are free of debris. Sometimes they cake up with soap. Also if you install one of these valve there should be a 2 - 3 inch piece of drain hose on the top of the valve so it does not splash water on the floor as the machine drains and the rubber diaphragm closes.
