When I turn on my Onkyo DTR7 receiver, I donot get any sound at the speakers. Normally there is a click, when I turn it on, but I no longer hear that sound. occassionally it will work, if I turn it on and off several times. It then sounds fine.

The 0-83 error indicates a problem with the firmware update.
Try resetting the receiver's BIOS by following these steps2:
Unplug all cables
Un-Power the receiver
Power the receiver
Before the receiver gets into the "Enter for updating" message, press Tone + CBL/SAT + ON/STANDBY. This will show you either the volume numbers or get you into settings of the receiver's speaker configuration.
Press CBL/SAT + ON/STANDBY. This will clear the BIOS and show a "Clear" message on the display. Wait until you hear a couple of clicking sounds for the receiver to turn on and off the power.
Do a Factory reset. it's most likely a speaker setting issue. press VCR and wille holding it press the Standby button. once you see clear on the screen it is done. try it now!
make sure you have audio cables connected from your cable providers audio out to your receivers audio in on video 1 press the video 1 button you should hear the sound.
Check for "Tape Monitor On" button. According to Onkyo's web page "Press and hold the tape button for two seconds allows the tape and MD sources to be switched - Also try the speaker A/B switch. - Check back for further assistance - The web page for your operations manual can be found at... http://www.us.onkyo.com/download/own_manuals.cfm?cat=Receiver Then select your model. Is there an indication of protect mode on the front display? Have you checked to see if the tape monitor switch is on? Did you hear a click when you first turn on the receiver followed by a second click?

Normally you hear a clicking sound coming from the inside when you turn on your amp. That's the sound of the magnetic circuit breaker (switch). If you tap your amp to turn it on, and if the amp gets turned on after you did it:), then I suppose the problem is on the relevant switch.
