Yes, it definitely sounds like a bad joystick control or a bad joystick wiring harness to the controller. Using a hand held programmer you can read the fault log to verify the number of fault codes attributed to the joystick and joystick out of neutral at start-up. Most dealers and certified technicians have the proper HHP to read the fault log and make this determination.
With the power wheelchair off you can feel a bad joystick gimbal by rotating it in circles and forward and back, feeling for rough and dead spots. If it does not come back to neutral when you release it i.e. it is off center, you have a bad gimbal. Because it sounds like a safety issue, I would recommend having this repair done before using the chair again. Hope this helps.
