Why is my Jazzy discharging?
Either the batteries are faulty, or you have parasitic drawer. The most likely place is one of the motors. The draw can be measured with an ammeter. Disconnect the motors one at a time and anything else that might be drawing power, console, controller etc. When you disconnect the one that is drawing power, the ammeter will show it.

I think I understand what you are describing based on some inadvertent button pushing on your part.
Sleep mode programming on the VSI controller by Penny and Giles Drive technology is the idle time of the power chair before it "goes to sleep". This computer menu is accessed using a hand held PP1 programmer that is plugged into the charging port of the joystick. Using this programmer one can scroll down to the sleep mode menu and set the time from I think 1 to 120 minutes ( I have not accessed this particular programming menu for quite some time).
If I put in 10 and save this number the chair will go into sleep mode after sitting and not being used for 10 minutes. The control may have dropped one of the settings due to a program glitch. I do not know of a way to reprogram this by pushing buttons on the control itself.
You should drive the chair into a local dealer who has a PP1 programmer and let them program it for you. This is a 2 minute deal and they should do this as a courtesy for you at no charge. If a technician comes out to your house they may charge you a minimum 1 hour labor charge.
While they have the programmer plugged in, have them check the fault log for any other problem areas. Hope this helps.
The batteries will not charge.
It is an AMP Meter (Amperes) and AMP's are relative to CURRENT, not Voltage. Voltage measurements are read by a VOLT Meter. W=Watts or work units. Like a 40 Watt Bulb. R=Resistance. If the Battery fails to charge, it is due to the cells degradation as they only last so long. From what you wrote, I assume you need to replace the Battery.

The user manual warns that if the batteries are discharged to nearly zero, the charger will not operate. So the batteries may require replacement. See p29

Alternatively the charger may be faulty. In either case contect the distributor for the chair.

When i turn the power
Archie the only thing I can think that causes this problem is one or both of the motors are in freewheel. Check that both levers are in drive mode. then turn the chair on to see if the flashing stops if not call Pride @ 1-800-800-8586 ask for Jazzy tech support and explain the problem They should be able to lead you in the right direction Hope this helps you
