This, unfortuantely, is one of the usual challenges associated with dimming. The buzzing usually gets worse at around the 1/2 light level point. I don't think the issue has to do with whether the lamp is halogen, but rather how the lamp is physically constructed - and that differs from manufacturer to manufacturer. Long story short, I would take note of the lamps you purchased, and when replaced, I would opt for a different manufacturer.
I had a similar problem when attempting to use 60W bulbs (multiple manufacturers and even heavy duty bulbs). I found that the buzzing was much less/not noticable with 40 W or 75W bulbs. Perhaps there is some resonant frequency associated with the 60W bulbs that makes them a particularly poor choice for this dimmer.
That's interesting, I never thought of it being associated with a specific lamp wattage. I would argue that lower wattage lamps, mean less current, meaning less magnetic field, meaning less filaments bouncing around. But a resonant frequency... they may be some validity to that.
