I replaced a broken defrost timer on a GE fridge (around 23 years old...model number TBXK18KJB freezer on top).Now, every time it kicks into defrost mode, it trips the circuit breaker.
Hi, it sounds to me, either you have a bad circuit breaker (the breaker
itself); or you have a bad motor or compressor in the fridge. If
possible try plugging the fridge into a different outlet. (If you use
an extension cord to do this, make sure it is a thick gauge, in order
to not cause an increase in amps through the smaller cord.) This should
tell you rather quickly if the problem is with the breaker or the
fridge. If it does turn out to be the fridge, you will probably find it
is cheaper to replace a fan rather than the fridge, but the compressor
(including installation) would probably cost more than a new fridge.

an ohmmeter and see just how shorted the unit is

The problem is the defrost timer you just replace on your refrigerator, you will need to check the ratings on the broken defrost timer to ensure it matches the ratings on the present defrost heater on your refrigerator, beside, you will need to test the continuity on your present defrost heater to see if the voltage rating is ok, because, if it can be tripping the breaker off while it kicks into defrost mode signify that the present defrost heater is not compatible with your refrigerator, it is either it is not well wired or fixed, and if it is, then, it means the defrost timer voltage rating is low compare to the former, you will need to get exact specification as the the broken one.

If you do not have the old defrost timer anymore, you will need to check the manual of your unit to get the rating on the defrost timer that came with your refrigerator, or perhaps, check the inner sides of the refrigerator to see if there is any sticker where the rating is written, the new defrost timer is the problem, you will need to get the defrost timer that will match your device, that is why you need the rating on the old one.

I don't have a manual, as the refrigerator was purchased used, but on the plate that lists the model and serial numbers it says "5 amps". Is this what you are referring to?
