Do you have a pressure reducing valve fitted? The pressure could be too high, or incorrect fittings may have been used to connect it to the fridge.

I had the same problem. The line is frozen. GE will not admit there is a problem. I read a suggestion on line & followed up on it. I placed styro foam insulation on door inside the freezer compartment & no more frozen line & water flows freely.

It may be a hole in the water line leaking.

Model # would be helpful, but most likely something going in with damper that controls airflow between freezer and fridge side. Also could be thermostat

Clean vacuum rear of fridge check to see if fan is spinning freely

Sounds like the main control board is bad..would need model number to give more educated diag..

If the motor is running but it's not getting cold then you may have lost coolant. Did someone clean the ice out with a knife?

Self defrost mechanism may have an issue. If it stays on too long you will have excessive temps build up in refrig as well as freezer. There is also a defrost thermostat that is supposed to turn compressor back on when temps get too high - check that out also.
