1.Pl on your printer and hang up single paper and press font key for 5 second printer print its default settings pl check language.

2.another problem of this issue is regarding your printer logic card so pl check it.

I have a tvs msp 245 printer. When i give print, it starts from middle of the paper and the line space is more

Well printing from middle page this is a problem with the settings in the computer.

Where as the line space is concerned this is due to PF (Paper Feed) gear which needs to be replaced if worn out or broken in some cases. This is a gear on the left side of the printer and it has a dedicated motor to turn it.

put a paper in printer
power off
press and hold menu bottn.
power on
a page will print
now change setting whatever you want by pressing LF bottn.and after that press save
power off printer and power on again your printer setting will be cganged as per your requirement

I dont know how to get a self test page from tvs msp 245 printer (9 pin 136 cols). More over i have installed the updated driver for the printer and still it prints the garbages. But it prints from dos...

If you can get legible sensible text from a DOS prompt but not through windows I would suggest that your driver is corrupted or you are using a version of windows where the printer port driver is corrupted. Either way it seems that your issue is software not hardware. You could confirm this by installing the unit on a different computer and trying to print from that. If everything works on another PC then yours has the problem, if it doesn't work - then the printer is not compatible with windows.
