The free-wheel lever actually disengages the automatic electric brake so that the chair can be pushed. The brake is what holds the lever in either neutral or drive. Could be that your electric brake is shot.

yes they can be replaced , what you are looking for is called a combination switch . it maybe faster and as cheap to find a hole steering wheel at a auto salvage yard. keep in mind that then you would have to change key assembly and ether way use caution with air bag , if there is a chip in your key there is a fuse that has to be removed before disconnecting the battery.then under the dash there will be a yellow wire for the air bag that will have to be disconnected it will be labeled inflatable device caution or warning. if you should want any further help please feel free to ask . My Mother buggy does the same and you can damage the gearbox, so I use a elastic try down to the bumper this stops it from moving but should there be a need I can remove it.

Are you saying the lever broke off or the actual swiich is broken inside the steering column? if it is just lever you can buy the lever, it just screws out counter clockwise. If you have cruise control you can buy the lever here. http://www.ecklers.com/product.asp?pf_id=A8648&dept_id=1718
If it is not the lever you will need to remove the steering wheel and the lock plate under the wheel, this will require special tools, these are a GM locking steering wheel spring compressor and a steering wheel puller, these tools can be purchase at upscale auto parts stores like NAPA and Carquest, they are made by KD Tools.
