When I right click on my desk top I picked show icons on desktop, but they pop up and then go away, pop up and then go away. I have to Ctrl Alt Del to bring up the task manager and type in explorer.exe for the icons and start up bar to come in again.

Your desktop icons may be hidden. To view them, right-click the desktop, select View, and then select Show desktop icons. To add icons to your desktop such as This PC, Recycle Bin and more:

Under Themes > Related Settings, select Desktop icon settings.
Choose the icons you would like to have on your desktop, then select Apply & OK.

well, if you are able to see your taskbar but not the desktop icons than right click on desktop screen and click on view and select show desktop icons.
and if you don't see anything on your screen than press (ctrl + shift + escape) together, it will open up a task manager, then click on file at the top and click new task, type explorer.exe and click okey.. this will help you in getting your icons back on your desktop screen.
Sounds like the explorer.exe process might be restarting. Open Task manager and keep refreshing the processes to see if explorer.exe disappears/re-appears.
