The error PXE-E61: Media test failure usually means the hard disk has failed or the hard disk needs re-seating or the disk controller is faulty.
First - re-seat the hard disk and reboot the computer. if this does not work then reboot and go to the BIOS configuration to see if the BIOS detects the hard drive. If it doesn't detect the hard drive then it could be faulty.
Next - to determine if the hard drive is faulty, remove the hard drive and insert it into an USB hard drive adapter and connect it to a working computer's USB port. If this computer cannot see it as an external hard drive and you cannot open the various folders and files, this confirm the hard drive is faulty.
The hard drive needs to be replaces in the laptop and Windows installed and the laptop's device drivers and your programs etc to get a working laptop again.

Reseating the hard drive means removing the hard drive from the laptop and put it back again.
From your comments, it appears you have never pulled a computer or a laptop apart. I suggest you get a computer savy friend to help you, especially if the hard drive is proven to be faulty.
The installation of Windows and the device drivers etc. is quite a lenghty process and complicated especially if you have never done this before.

1. Turn off Playstation3.
2. Hold The power button down; The system will turn on and turn off once again.
3. Once the System has been shutdown, re-press you finger until you hear 2 consecutive beeps
4. When you hear the 2 beeps take finger off power button.
5. You will be promted to plug in your controller via usb and then hit the PS button
6. The Recovery menu will pop up.
try some of the options within this menu try the rebuilt file system first and so on these wont erase yor data unless you do a restore ok good luck
