Turns out it was the Manual-off-Auto switch that was bad. My DVM showed a voltage drop across the switch. The controller wasn't getting enough power.
One good thing about it was it forced me to really study the schematics to understand how everything worked. I'm now in the process of designing my own esp32 based controller, with wifi connectivity, to replace the stock control board.

You have a problem with the carb float valve. It is no longer sealing causing fuel to continue to flow into the float bowl after it is full. It may be dirty, out of adjustment or just need to be replaced because old and worn out.
Have you checked the fuse? Mine keeps blowing the fuse (located on the back of the control panel) with each startup and shutdown or use of idle control.
