yes it's very likely a scam, ignore anyone making these kinds of claims via messenger or email, replying to them can get you into all kinds of trouble without you even realizing, they can be dangerous people who trap you in ways you least expect even though you go into it with an open mind, don't reply to them, mark them as spam or report them if they are harassing you. If it's your friend who sent the message he may well beleive the scam or it maybe scammers using his name or account so you might want to double check with him personally to see if he sent you the message to begin with.
depends on what account you may mean (if its for tech support might wanna suspend it and ask microsoft directly at support.microsoft.com as some scam companies will say their part of microsoft if your a victim of a tech support scam i recomend calling this guy from scammerrevolts.com )
if it is from chrevon /texaco company ltd NG it is a scam and should be reported immediately
other than that if you have no dealings with any property in Texas and this communication is "out of the blue" it will again be a scam
if it is genuine you will be contacted by letter through your legal representatives
