My guess is you have gasoline in the crankcase with extremely dirty oil. Check the oil level, if its higher than normal and smells of gas then likely the carb float is stuck or the fuel inlet needle is not seating properly.

If no to the above, then you need to clean off visible oily grime (use the pressure washer), then let it idle a few minutes and look for fresh oil deposits. Rocker arm cover gasket is common. Could be pan gasket or a crankshaft seal.

I use the SAE30 Non-detergent Mineral Pump oil as it is formulated for the high pressure pump.

Is the gas tank topped off? Is the water hose plugged into it and turned on? Is the gas valve open instead of closed? is the throttle turned on fully? Is the spark plug wire attached all the way? Should work after all of this.

Some units does not have a fuel shutoff valve.

Try some water remover and octane booster in the tank to refresh the old fuel that was in it, as that will stay at the bottom.
