Are you dialing into the voicemeail from the phone with voicemail or from another phone?

If that pulsating tone is anything like what I sometimes here on my phone, then it has nothing to do with your phone. It's your telephone company telling you that there's unheard voicemail on their system. You'll need to contact your telephone service provider for instructions on how to access their voicemail system.

Call your provider, the voicemail inbox is handled on a server, not on your phone. Let them konw your getting a busy dial tone.

This does depend on which Toshiba phone system your phone is connected to

are u dialing ur voicemail by using direct dialing icon?
If so, u need to contact ur service provider and get the voicemail number , put that number in again. Enjoy direct dialing.

i think you can check the number you have used in voice mail or contact the customer care to solve this problems or it may due to heavy traffic in the network or the voicemail server will be busy at that time or you can to restart the phone and try again to call thats all....

There are several things that could be causing this and it depends on how many conversations (ports) your voicemail can handle.
1. The voicemail ports could all be busy. Dial vociemail when you know nobody is using it. If you can get in then there is nothing wrong except that your voicemail system is busy and you may need more ports.

2. If you are pressing a button on your phone, then the button may be programmed incorrectly. Using the dial pad, manually dial the vociemail and see if you can get in.

3. As a last resort, you can turn the phone system off for 10 seconds and then turn it back on. Do this with caution however and make sure nobody is using the phones. You also run the risk of defaulting the programming on your phone system. If the voicemail ports have locked up, this will clear the locked ports. If this happens again (busy) hopefully it is under warranty as either the voicemail is going bad or is misprogrammed.
