Most likely you have a bad power supply, or a short or overload that causes the power supply to shut down. You will need a DVM (digital volt-ohm-meter). Using the DVM and the instructions on the PS, unplug all PCI boards and all wires on the HD's. There should be a point where the PS will not shut down. Then you will have to install all the connections one by one, until the PS shuts down. You will have to turn off the computer for each of the connects and each of the re-connects or you are exposing your computer to a great danger. CONSTANTIN (arzconst)
I am really sorry that you have to go through all these troubles. It appears to me that it is an overload that shuts down the PS. You just have not come to the point of isolating it. Please check and tell me if the power socket to the mother board (a big connector) is disconnected? How is the PS behaving with the fans off (unplugged) and the MB disconnected. Why did you have to disconnect the PS from an older computer and install it on the present one? I hope that you did not throw it out, because it is going to be the one you will use at the end. Have you checked the capacity of the PS you installed now? Check how much of a load it will take before it shuts down. Never disconnect the fan for the CPU, please... Did the computer from where it came have those fans, I mean the old computer... We are on the brink of finding the problem. Please remember that you are not to hook or unhook something with the computer powered up. You need to turn off and then on, to avoid more damage... I am sorry that it is a long and tedious process. I will expect your answer. Thank you very much. CONSTANTIN (arzconst)

1. This is possibly due to a malfunctioning power supply if the monitor works on another PC then the summation is the power supply is not giving the +5/-5 -12/+12 volts to the mother board to power the video card and other peripherals. 2. Your power supply will need to be replaced. I hoped this helps. Have a Great Day!
short power switch pins on mother board, reset bios, short green wire to black wire on ATX connector with all drives etc.. power cables disconnected to test power supply. i suspect you have a dead motherboard.
If you do not want to tear the system down, just power the laptop down, remove the battery, push the power button for 10 seconds to bleed off the power . Now go and get some compressed air used to clean electronics, you can get it in cans at an office supply company. Using short bursts, blow air in the laptops ventilation grills, using short bursts will keep condensation from blowing out and onto the laptop and also keeps the fan from free spinning and damaging itself. Blow air in all the grills several times over, that mosts the dust and hair back and forth and works it out of the grills, fins and fan blades.
You ask for two problems here, but let's talk one by one.
According to your explanation it seems to be bad wall outlet connector, broken power cable and finally a broken Power supply.
You can check first two, but to you can't check Power supply.
The point the status led is off means that the 5V part of the power supply is broken. 12V part is (probably) OK because you have a fan running for short, but it is not important because all power sources of the power supply should work.
Now, the best for you is first to (try) buy a new strong power supply (you said you have more devices in your PC) and try with another power cable connected to another wall outlet.
First you should see if you get a status led ON. If so, than your PC should work.
Second question:
three beeps suggest bad memory (it depends of the BIOS). If you have more then one module, try with one only and then with oders, but only one at time.
sounds like something is drawing down on your 12 volt supply drives or on board regulators. Try it without the drives connectged, and see if you can get the system to boot up(you'll just get a notice that your drives are unavailable, but you'll already know that, right?
it could be your power switch, veriy that it isnt the power supply by
1.) un-plug it from the main board
2.) look at the main board connector(one coming of the power supply)
3.) you should see green wire and next to it a black one
4.) using a paper clip bridge the too wires
5.) if it works proceed to net step if not get a new power supply
to check case switch and board switch
1.) plug in power supply to main board
2.) look at the pins where the power button connects to
3.) using a metal object (blade screw driver) bridge the pins
if the board should start up>
then its your power button on the case that is bad, you can try to repair it, chage it or buy a new case,
if it doesnt work.
1.) ensure that jcms(jumper to flash the bios) is set correctly
2.) unjack each drive one at a time to see if any is causing stalling
3.) get a new main board
