SOURCE: Water Sitting In Dishwasher after Completion of Cycle
An obstruction in the water-inlet valve may mean that it's no longer able to shut off properly. You can easily open the valve and clean it (from scale or other dirt). Be aware you should disconnect the power cable from machine before doing it !!!! In case cleaning will not help, you should replace the valve. Good luck !

Now that there is a good one. Everything you are saying leads to a control board failure. Did you replace the board yourself, or have someone else do it? I have before gotten a new control board of the shelf, and it be as bad as the one I was replacing. Just a thought. Let me look around and see if I can find some other information, just really sounds like a bad part.

is the buzz coming from the door? if so chech soap dispenser.If coming from underneath chech drain pump or wash motor.hope this helps but i dont know what brand or model you have,otherwise you can let me know.

Dont know if you still have this problem, what I did was this - press the start button and keep going until you reach the number '2'. Leave it at '2' and in a couple of seconds it will start draining the rest of the water. Worked for me.
