Do you hear the electric trim motor running, trying to trim up? Is it only from the remote control or the cowling button the trim doesn't work?Hi Anonymous, I want to help you with your question, but I need more information from you. Can you please add details in the comment box?

Lift the engine all the way up,
Place the jackstand to keep the engine fully up.
You'll see a plastic plug in the center cylinder.
Unscrew that plug. ( There can be some pressure, take care of your eyes!)
Fill with ATF-oil till the level is at the bottom of the plug hole.
Screw the plug back in.
Lower the engine.
Done!

My last test run of this motor lead me to believe I had fuel pumpissues...so in ... Mercury 9.8 h.p. 110 Outboard Motor WaterPump Repair and ...
If your old engine/control has the same 'options' as the30hp, yes everything is compatible... (Electric start or trim )
The throttle and shift cables are allways compatible...
Low fluid level will cause it to fail to actuate and not go up or down, can also let it not hold position as well. Filling to proper leevel with specified lubricant is recommended. If you allow the level to go too low, the pump will pull air and could burn out.
You have to remove starboard transom bracket, then remove circling from t/tilt release screw, remove screw, left hand thread. There is a flat washer that normally sticks to screw/valve,this needs to be replaced. Its easier to do this with motor trimmed up or if motor is off boat, lying on its side.Very little oil will come out if done in trimmed up position
Check trim tilt switch (if that's ok ) Try the trim / tilt relay inside the engine cover.
Could also be limit switch above the trim motor up further under the motor.
My bet is switch or relay
Good luck
