By constant static noise do you mean a sparking noise? If that's the case the motor may be dying.

You have something wrong with your brush roll or you have damaged the fan. Remove the brush roll and belt and turn the vacuum back on, if the noise is gone it is likely something wrong with your brush roll, if the noise persists you probably have a broken fan. You have to remove the motor and fan housing after removing the top cover, unscrew the bolt holding the fan on and install a new fan (you can get one from any Riccar or Simplicity vacuum dealer)

Is there a wrong way to attach the belt and the sweeper?? My Hoover Runabout is making a rubbing noise, like the sweeper is hitting something, and it's real hard to push.

take off the belt . clean any hair from brush roller make sure movement smooth . re position belt and move by hand to make sure roller is not skew , , rubber is riding sideways and causing friction .

We owe ionic pro turbo air pur. ever since we cleaned it first time, it's making this static noice and it get really loud at times that it makes hard to sleep. What can we do?

Water or debris in the collection blades or wires can cause a snapping or arcing noise. Water should have dried after a day or so. Look for a hair or lint that is between the blades and wires. Ionic also suggests that the noise may be from misalignment of the blades after cleaning. They suggest removing and replacing the blades to reset the position.

Loud noise when running.

Bad bearing or fan in the motor is most likely the problem. You would have to replace the motor.
