This is the maximum resolution for this monitor:
1600 x 1200 / 76 Hz
Even if you lower the resolution to the monitor, as I can see that you want to do, the maximum refresh rate is still going to be 76 Hz. If you were able to force the monitor to scan a greater field rate and its protection circuits do not shut it down, the monitor will be damaged.
Your display card is most likely limited also, unless you went out and bought a very high end card.
When using a different resolution that what the specs on the monitor indicates as its native mode, this will reduce the quality of the results displayed.

Hmmm, seen this one before, did you recently clean the screen with some kind of liquid cleaner/spray? I had to repair a monitor with same problems, some fluid had leaked onto the switch board....If not, any key's stuck or pressed in too hard?

you must to check the volt at pin 1 of the lcd slot screen you'll get about 3.3 volts if not it can be the problem.
