I've got a dc7800 Small Form Factor system. It was working fine but after a reboot it won't start up normally anymore. The black POST screen appears, RAM testing starts to count up and then I see and error about "system options not set". After less than a second, a blue window in the middle of the screen displays the message "smart card authentication" and below that, "smart card reader not present".
You have lost your BIOS settings as the coin cell has gone flat, you need to replace this, and then you need to get in the BIOS as detailed in Jays reply, and in the security options there should be an option to disable the card reader, this setting will have been turned off, but because your BIOS settings have been lost due to the battery going flat, it will have gone back to the default setting which is on, and this is why your getting this error, however if you don't replace this battery you will have to set up the BIOS every time you turn off the PC then start it again, if you reboot the settings may stay as you are not killing the power on a reboot. if you have noticed your clock getting slower when the PC has been off this is a warning you battery is starting to fail.
"System Options Not Set" normally means that the battery that maintains those options has gone dead. That's usually a 2025 coin cell on the motherboard.
I would replace that first thing, then set the BIOS options. Usually, there's another message that comes up, "Press F1 to continue, F10 for setup". F1 will let you system boot, most likely, but doesn't set the options. F10 (or whatever it says) will get you to where you can set the options.
