    The light seems to be on a different circuit than the heating elements.

Washing Machine not stopping water flow

in the back of the machine attached to the bowl is a small tube that goes up to the controller in the dash panel. This tube should be straight with no kinks or pinch points. This is pitote tube and conveys pressure to the controller diaphragm that connects to a micro switch that turns the water off and the machine on. As the water rises the air trapped in the tube increases in pressure and pushes on the diaphragm. Sometimes if there is water trapped in the tube it stops working You control the pressure that the diaphragm works at by the water level you select

The timer circuit on the panel needs to be replaced. It is not going through all of the cycles!

STEAM PRESS NOT WORKING

Steam presses are fairly simple machines. You have a boiler and steam ports. First if you've been using tap water, you probably have a build up of minerals and eventually killed the heating element.

Get a new one.

Water in cycles is always cold

You need to check the heating element continuity using a multimeter. If there is continuity then check voltage at the time of the heating , if there is no voltage then the control panel is a suspect including the relay to the coil.

it will work fine but the problem is that all the rinses will be done with warm water, this causes seriously wrinkled washing thats v hard to iron out.
