There is a temperature adjustment on the hot water tank.
Perhaps it is set too low. They are often red in color.

Something is drawing to much power you need to check a few things what the fuse is and is it the correct amp fuse cause if I was blown and someone has up the fuse rating it will get hot but could melt the wiring loom even set on fire don't put a stronger fuse in anything

Check the solenoid valves. If it's connected to hard water, the minerals build up inside and won't let the internal plunger move.

Your hot water inlet solenoid has failed and needs replacing.

Milli-amps is the measure for draw of the computer memory, clock, and radio pre-sets. So, .04 amps is just a little more. Would that be like what a glove box light might draw? Try either pulling a few fuses and see if you still have a draw, or take the battery negative post off overnight, and see if battery is still good and hot the next day.

Find out what is on and turn it off. Put a volt ohm meter in line with the hot wire on the battery. Observe the draw in AMP setting as you with draw the fuses one at a time. When the draw goes to zero, you have found the circuit that is draining the battery ...

Place a volt meter set for amp draw around one wire of the compressor. If you do not have a constant amp draw replace the start relay on the compressor.
If you do have a constant amp draw the compressor is bad or you have a refrigerant leak.
