there are a couple things you can do to maybe make the mower run without choke being on, remove the carb, disassemble float bowl and use a bread tie to clean out the jets and tubes. while you are inside the carburetor float assy, check the nut that holds the float bowl and make sure that the small hole is open, to test this yiu can blow into the hollow of the nut and see if there is air escaping or not, this entails getting the taste of gasoline on yiur lips, but a small price to pay as oposed to a mower shop service charge. i remedied my problem with a bread tie to clean the jets(openings) some are large enough to use a small paper clip. once you are relatively sure yiu checked and cleaned all the tubes, jets, and holes, reassemble the carb and put it back on and give er a yank see what happens, you'll probably find this worked and fixed your problem,

If it has a float type carb, open it 1.5 turns. If it has a diaphram open it one turn. If it has a Walbro carb, there is no adjustment. Once you get the engine started you may adjust the carb to fine tune. Open until it begins to lose RPM's then close until it starts to lose RPM's. Return to a point between the two. Good luck...Lee
