Some of the older cd players, car or otherwise, just aren't capable of recognizing CD-RW's. The player in my 10 year old Ford Mondeo doesn't, but the updated model player in the newer Mondeo does play CD-RW's.
If the drive does not spin when you close it then the motor has failed.
If the drive spins, but the disc won't play then the laser on the drive has failed.
In both circumstances you should look into a replacement part for the laptop.

You probably will need to replace the optical drive (CD/DVD drive) in your laptop. Go to Google and search for "Dell Inspirion 6000 CD/DVD drive" to find a replacement. To be sure it's the CD/DVD drive that's defective and not your operating system software, you could also try to boot from a boot-able DVD disk.
Check the jumper settings in the back of the drive, by the power cable. Make sure your cd/dvd drive is set to SLAVE, with your primary harddrive as MASTER. Check BIOS settings, specifically your boot order, choose which drive you want to load first (usually HD 0), save and exit. That's just the basics, though. Another possibility is that you might just have a paperweight ;) If so, try another drive. Hope that helps Cheers from NZ
