You should call Dell for this purpose. They usually can mail you a recovery disc for free.

As you can imagine, this is not simple thing to diagnose.
First, we need to try Dell's steps to fix...
Remove non-essential peripherals…
Except for the monitor, keyboard, and mouse, remove all external peripherals including:

  • Scanner
  • Printer
  • Modem or Network cables
  • Personal Digital Assistant (PDA)
  • USB flash drive or other external Hard Drive
  • Any other external devices (e.g., USB-attached devices)
  • Remove the computer from the docking station, if you are using one

Remove non-essential peripherals…

  • Modem or Network cables
  • Personal Digital Assistant (PDA)
  • USB flash drive or other external Hard Drive

Try rebooting. If that doesn’t work, Dell states you need to do the next step.
Remove and Reseat Basic Hardware items:
  1. Power Cord
  2. Memory
  3. Hard Drive
At this point, Dells says if that fails contact them.

If my hunch is correct, you may have something on the motherboard shorting a connection or you have a blown capacitor. Get some “canned air” and blow out the computer thoroughly. Some people have reported the same symptom having dust or other debris causing the issue, so give it a good blowing out,

At the same time, inspect your motherboard thoroughly for an anomalies. If you see anything resembling the picture below, you have a serious motherboard problem which will require replacement.

SOURCE: Dell OptiPlex GX620 starts up then shuts down repeatedly

Try this: remove the DMOS battery and unplug the on/off switch plug. It's the one in the corner near the power supply. To be sure follow the cable from the front on/off switch board on back to this plug. Then plug the A/C cord in, if the system boots up fine, then replace the front panel power on/off swith board. Naturally you will not be able to power off the computer using the power switch (since we unplugged it), so you will have to just pull the plug. Hope this helps. Joe

Bios or windows? If bios, go into bios by pressing delete key at computer boot up. Then go to last tab and look for load default settings. If you are referring to your operating system. Use your recovery disk or partition and reinstall the operating system. Or you can try Control Panel\Backup and Restore Center

I have a dell optiplex gx620 that won't load in normal mode but works just find in safe mode, what should i do?

Your Optiplex should have come from Dell with a restore disk.

While in safe mode, back up all of your important data -- get it off your computer. Then use the restore disk to reinstall your operating system and restore the computer to how it came from dell.

You then can put all of your backed up data back on your Dell.

For this solution I would suggest contacting Dell, or checking Ebay. You may find an Optiplex GX620 on Ebay for parts, that you can buy for a song. (And sing it yourself)

Should a Front panel Cover not be available, (Or too pricey), you may want to look into buying a new computer case.
You can buy a decent, good looking, new computer case, for around $60 to $80
Then transfer your parts to it.
