It may be the control itself too. In time, these controls can get dust build up inside it. There are volume control spray cleaners available from Radio Shack or other electronic parts stores. The cheat on cleaning the control is to just rotate it from stop to stop as many times as it takes to clear the noise.

Dust accumulation on the inside of the volume control. With the amp off rapidly change the control from stop to stop several times or until the sound is no longer choppy. If this doesn't work then the volume control will need to be replaced. This trick works for a car radio too.

Try this
1. Press and hold the MENU button
2. Turn the volume to select DEMO and press the volume to enter the sub menu.
3. Turn the volume to select DEMO OFF and press the volume to set.
4. Press MENU to exit.

You can try contact cleaner. Spray some in (with unit turned OFF) and move the knob up and down several times stop to stop. then try to see if it helped.

First I would check if the remote is momentarily sending out the volume command or is it sending it out continuously. You can use this trick with any IR remote. Using a digital camera with display, point the remote at the camera and press the volume button on the remote. If the IR led is working then you should see it glow on the cameras screen. When you release the volume up button, the IR led should stop glowing. If it does not stop then you may have a sticky key or a problem with the program. If it shuts off then the Harmony is functioning ok and there is a problem with your receiver. Another way to test this is to press the volume up button and then immediately cover the remote with a blanket or take it to another room or remove the batteries. Let me know if the remote is continuously sending out the Volume command or is it momentary.
