You may need USB drivers to recognize the USB drive, especially if it's an older copy of Windows. I would check with the manufacturer for drivers if that's the case. Maybe try it in another machine to make sure it's not defective too.

IF THE DEVICE IS OK THEN THE PROBLEM IS IN USB PORT OF LAPTOP.
FROM MICROSOFT WEBSITE DOWNLOAD AND INSTALL (DISABLE PREFETCH), HOPE SO THAT IT WILL SOLVE YOUR PROBLEM
Go to Start --> Control Panel --> Printers and Other Hardware --> System --> hardware --> device manager --> right click on the usb port that is malfunctioning (should have a red or yellow exclamation by it), right-click it and click on Update Driver
If that fails, try another USB port on the computer to see if you have more success
