Check if the line is connected in the right JACK, should be connected in the LINE not in the TEL. Sometimes in commercial area TEL SERVICE MAN BRAKES ONE OF THE WIRES IN THE BLOCK CONNECTION.

SOURCE: Our HP 2140 fax under distinctive ring setting

Was the fax plugged into another telephone line? Maybe a power surge?

My solution would be to reconfigure the fax from scratch to learn the ring pattern.

From the Manual:

Step 1-Teach the HP Fax the ring pattern

The HP Fax will learn the ring pattern when you call it from another telephone or fax
machine.

1. Be ready to call the fax machine.
2. Press Menu repeatedly until BASIC FAX displays and press OK.
3. Use LEFT ARROW - RIGHT ARROW BUTTONS to scroll through the options until DRPD Mode displays and press OK.
Call this fax from another fax machine... Waiting Ring...
will display.
4. Call the HP Fax.

DRPD OK will display when the pattern has been learned and the HP Fax will return
to Ready mode.

Step 2-Set up distinctive ring (DRPD) answer mode

Once you have activated distinctive ring, it becomes one of the answering modes you
can select by pressing the Mode/Contrast button.

Press Mode/Contrast repeatedly until DRPD Mode appears in the display.

• In Ready mode, DRPD appears in the right hand corner of the display.
• Now, the HP Fax will manage calls and faxes as if it were set to AUTO mode
(AUTO mode on page 28)

TIP: Distinctive ring must be set up again if you reassign your fax number
or connect the machine to another telephone line. Once set up again (that
is, the fax machine has learned the ring pattern and the answering mode is
correctly set), you should test the fax machine by calling the fax number
and another number on the same line. The machine should respond
appropriately to a call placed to the fax number with fax tones, and to a
normal telephone call with the expected ring pattern.

Can lexmark x4650 be set to recognize fax?

For more details on how to setup your Lexmark X4650 printer for faxing, please refer to the User's Guide found on the Lexmark website.
Additional info:If you have an answering on the same line as your fax:

To make sure the printer picks up incoming faxes, set Auto Answer to On, and then set the printer to pick up after a greater number of rings than the answering machine. For example, if the answering machine picks up calls after four rings, then set the printer to pick up after six rings. This way, the answering machine picks up calls first and your voice calls are received. If the call is a fax, then the printer detects the fax signal on the line and takes over the call.

If you have a voicemail feature associated in the same line as your fax:

Voice mail and fax can share the same telephone line if you subscribe to a distinctive ring service offered by your telephone company. This feature allows you to have multiple telephone numbers on one telephone line. Each telephone number has a designated ring pattern (single ring, double ring, triple ring, or double and triple ring). The different ring patterns let you know which telephone number was dialed, and which device you should use to answer the call.

If you do not have distinctive ring service, then set the printer to receive faxes manually (Auto Answer Off). This setting lets you receive both voice calls and fax calls, but works best if you use voice mail more often. You need to turn off voice mail whenever you are expecting a fax.

Hi my hp 640 will not answer a fax call, but will answer only if we pick up the hand set.

Issue When the all-in-one product is sharing a phone line with voice calls, some calls are interrupted by fax tones. Follow the steps below to solve the problem.Step one: Check the Rings to Answer setting If Auto Answer is enabled, the HP fax product will answer the phone line when the number of rings reaches the number of rings specified in the Rings-to-Answer setting. When voice calls will be received on the same phone line as faxes, set to rings-to-answer to 6. If you do not want the fax to answer automatically, either turn off Auto Answer from the front panel and receive faxes manually (this may result in lost faxes) or subscribe to a distinctive ring service from the phone company (if available). Refer to the Answering faxes manually section below to learn how to answer faxes manually or refer to the Using distinctive ringing section below for more information about using distinctive ringing. The Rings-to-answer setting for the HP Officejet 500 and 600 series products can only be checked or set using the all-in-one software on the computer. How to get my s405 to receive a fax

You might want to check the User's Guide for your printer. To access it, on your computer, click on Start > All Programs > Lexmark > Pro200 Series > User's Guide. Go to page 62 to know how to setup your printer to fax.

If your fax is already setup - meaning you're already able to send faxes but not able to receive. Make sure that the Auto Answer is on. To check that, on the control panel of your printer, press on Setup > Fax Setup > Auto Answer.

If you have an answering machine, make sure that your fax will pick up 3 rings higher that your answering machine. If you answering machine picks up on the 5th ring, set your fax to pick up on the 8th ring. You can change that under fax setup.

If you have a voice mail service enabled in your phone, you'll need a distinctive ring feature for your fax to work if it's being shared on the same line.

How to set fax machine so it can accept after 2 rings?

Distinctive Ring basicsDistinctive Ring service is an optional service available from many telephone companies. The Distinctive Ring service permits you to assign more than one telephone number to the same telephone line. Distinctive Ring allows you to use a single phone line for both voice and fax calls. You can assign a unique phone number and ring pattern for incoming fax calls. When a fax comes in, each telephone number makes a distinctive ringing sound, such as a single ring, double ring, or triple ring.
NOTE: The Distinctive Ring Service is the name HP and others use to describe this feature. Distinctive Ring is also known as:
  • Call Sign
  • Custom Ring
  • Ident-a-Call
  • Ident-a-Ring
  • Ident-a-Ring
  • Multi Ring
  • Personalized Ringing
  • Ringmaster
  • Smart Ring
  • Teen-Ring
The Distinctive Ring Service allows the HP product to work similarly to a dedicated fax line. If you connect an HP fax product and a telephone to one telephone line, you can assign one telephone number for fax calls and another for voice calls.
NOTE: You cannot send or receive faxes when the phone line is in use. Even if the HP fax product has a separate telephone number, it is still sharing the same phone line. Set the Distinctive Ring Service Using the menus on the product control panel, follow these steps to set a distinctive ring pattern. Step one: Turn on Auto Answer Turn on Auto Answer by pressing the Auto Answer button on the control panel. My hp 2210 will not receive faxes

Ok the first thing you need to check is to make sure that you have auto answer turned on so that the machine will pick up when you are trying to receive.

There are alot of different factors that can effect your ability to receive a fax - see the link attached from hp's website and read about your specific setup. Things that can effect the fax would be voicemail, digital phone line, distinctive ring service, call waiting, the fax being plugged into a strong connection.
