There is only one way to find out if it is an issue with the printer or the Power cord or Power Adapter.
Normally
every HP printer has 2 parts. One cord connects the Printer to an
Adapter. the Adapter cord then connects to the Wall outlet.
Now
that you have connected the printer to working outlet, Check after 10-15
mins if the Adapter ( black box ) is warm or cold. If the Adapter is
warm and the green LED light on adapter is glowing, then it could an
issue with the Cord or the Printer.
Try with another Adapter or power cord to diagnose.
For Other brand printers, there should be a power adapter ( black box ) and it should be warm when connected to wall outlet, if it is not warm then it is defective power adapter that you need to replaced. Else it is a problem with printer mechanism.

The correct part number for just the "brick style" power module (AC Adapter) for an HP Scanjet 3970 is L1970-80003. It is a specific 12V DC 2 Amp module. Today it can be purchased for $18.06 plus shipping from the HP Parts Store. However, if you are looking for just the power cord to your scanner's AC adapter, this brick style power module AC adapter does require a separate standard C13 detachable power cord to the specifications of your area, for instance, in the USA the power cord to connect the scanner to the power module AC adapter is part number 8120-6260, and it is a common power cord for monitors and computers. I learned all this because I had a scanner error message when I tried to use a different power module on the HP Scanjet 3970 when I lost the power cord to the original module. I hope this info helps somebody else, too.
go to radio shack, and buy a *standalone* connector that is the same size as the current connector going to the back of your laptop. the good connectors will have 2 parts. the first part is what you will connect to the 2 wires after cutting off the current connecter (3 inches from the adapter to get past the short). the second part of the adapter will have 2 prongs that plug into the first piece that you splice to the power adapter cord (twisting wires). Polarity is an important factor here, so pull the battery out, then connect the power adapter. if the laptop doesn't power on with one single press of the power button, reverse the connector (pins going into opposite holes) and then try again.
I had a simalar problem. On the back of the printer where the power cord plugs in it is connected to a power adapter. The adapter was burnt out. the power adapter slides out. Mine was melted easy to see. I ordered one from dell. If you do order one from dell make sure they send you the correct part. They sent me the wrong part the first time. There customer service dept. ha gone way downhill..
