Sounds like you have a bad fill valve on the cold water side. If your hoses are not clogged, then remove the hose and check the cold water inlet going into the machine for clogs. There is a screen that can trap mineral deposits and/or rust. If you have well water or hard water, they can become clogged easily. Sometimes you can clean them out and they will work just fine. Most of the time, however, you will need to replace the fill valve. Make sure you unplug the machine and turn the water off. The valves are electronically controlled. I hope this helps.

Our Roper Top Loading Washing Machine won't fill with cold water and the machine makes a electrical buzzing noise when you turn it on set to Cold/Cold.

Lift the top of your washing machine by unscrewing the back or remove the back and you will find a code and test sheet inside, you normally will find it at the top edge of the machine from or back. Very easy to use if followed to a T.

The cold water is not working in my washing machine

Check the supply hose filter, and the filter on the intake of the solenoid. Switch the wires on the solenoid to see if rinse will put hot water into the machine, the contact at the timer may be going bad. While reversed, see if it puts cold water into the wash, that will test the solenoid.

GE WPSR3100W0AA Does not run on Hot-Cold temperature mode, only on cold- cold or warm-cold. Hot water hose and faucet are ok and ON.

you can switch the hoses to verify that the temp selector is working if you have the cold water supplied to the hot side and run the machine on hot-cold side and nothing comes out then replace the water inlet valves.

Rinse cycle and cold/cold temp are not working

You either have a faulty cold water inlet valve or you have the cold water hose connected to the hot water inlet valve. Cheers

My washer won't fill

If your washing machine was working just fine, and now it won't fill with water or spin, try this first. This is what was wrong with mine, a pressure hose had a clog in the line. First take off the front panal of washer, then connected to the load size dial (small to large load) there will be a clear plastic tube. This tube had what just looked like a stain in it, but in fact it was pluged up and was the whole problem. If the washer already thinks it's full of water, it's not gonna fill or spin..........
