Per HP: After installing a new print cartridge, a message appears on the front panel that the print cartridge is low on ink. This may be caused by installing the cartridges with the power turned off. Cartridges should always be installed with the power turned on.

On your computer click Start, double click on - printers and faxes, right click on - your printer, click on - properties, select the advanced tab, if not already selected, select - always on, select - spool print documents so program finishes printing faster, select - start printing immediately, select - print spooled documents first, select - enable advanced printing features. click - apply and close any open windows and try a print project that was causing the message to appear.

May I know the exact error messages in the printer screen. If it's green and yellow lights that are flashing you need to push more the two cartridges that you replace....also try to clean it using the printer program installed in your computer....good luck and hope it will help....
Turn the printer on. Remove the cartridges. Gently clean the electric contacts on the cartridges and the cartridge carrier. Put the cartridges back in. If the light is still flashing, and your printer won't print, one of your cartridges is faulty. I suggest you go to the refill shop and consult them which cartridges needs a replacement. Does any message appears on your monitor when you try to print something? Usually, a message saying "problem with black/color cartridge" or something similar, that's why I am asking.
I always found it quicker to delete the printer from the computer then re install from scratch. Next time buy an Apple, had no such problems since I did!!
